Charting a Path for ALS Advancement through UNESCO Partnership

A two-part series of capacity building training for Alternative Learning System (ALS) teachers and girl learners has just concluded. The first part took place from February 28 to March 3, 2024, and was aimed at capacitating ALS teachers in Cebu City in the use of ALS modules. During this training, the teachers received expert inputs on how to unpack these modules so that the learning concepts can be better understood by students. The CNU-College of Teacher Education (CTE) and DepEd ALS Team of mentors facilitated a walkthrough of the different parts of the modules. The first part of the training concluded with a return-demonstration of selected master teachers and ALS teachers in the Cebu City Division.

The second week of the training, from March 6 to March 10, 2024, involved interaction with ALS girl learners from the Cebu City Schools Division. DepEd Regional teacher-demonstrators were selected to join the girl learners in understanding and utilizing the modules that cover the different learning strands of the ALS curriculum. The training was completed with the sharing of experiences of these girl learners and a pledge of commitment and support for ALS with the tagline, “I LOVE ALS, ALL-In sa ALS.”

Dr. Daniel A. Ariaso, Sr. CESO II pledged his full support to the Department of Education’s ALS program at the conclusion of a two-part series.

Further he said, the collaboration between UNESCO-KOICA, CNU, and DepEd constitutes a significant opportunity to further the advancement of Alternative Learning Systems (ALS) and positively impact the lives of marginalized individuals. University President, Dr. Daniel Ariaso Sr.  thought of establishing a new unit such as a center for lifelong learning to facilitate a lifelong learning tailored to the specific needs of the ALS community. Such an initiative would enable Region 7 to spearhead a global drive towards the enhancement of ALS through the organization of an international congress on the subject.

To realize this vision, Dr. Ariaso expresses his plan to solicit the assistance of the UNESCO Jakarta Office through Mr. Remegio A. Alquitran of UNESCO Philippines  in his upcoming visit to Jakarta with the CNU Chorale. The exploration of the feasibility of organizing a world congress on ALS with the support of key stakeholders will be a priority.

Additionally, Dr. Ariaso proposed that CNU undertake the responsibility of conducting a tracer study within the ALS community to gain insight into the present condition and competencies of ALS graduates. The data garnered from this research will be instrumental in making informed decisions and implementing continuous improvement.

Further, he said the teachings of Dr. Eduardo Morato concerning self-mastery skills are pertinent to our mission of instilling critical thinking, intuition, and empathy in individuals. The cultivation of such attributes through learning and practical application facilitates self-discovery and personal transformation.

In a world characterized by rapid evolution, adaptation in education is a prerequisite for success. Schools must provide a nurturing environment that fosters academic excellence, resilience, and leadership. Initiatives must be undertaken to strengthen the ALS community and pave the way for a more inclusive future.

A world congress will provide a platform for ALS stakeholders to share their insights, experiences, and stories. The information gleaned from these stakeholders will play a crucial role in shaping future programs and initiatives. This opportunity must be seized to turn impossible dreams into reality and empower individuals to thrive despite adversity.

DSWD and CNU-CTE in talks about “Tara,BASA!” Tutoring Initiative collaboration

The Department of Social Welfare and Development (DSWD), particularly through the Social Technology Bureau (STB), continually develops programs to address rising societal concerns. One of the STB’s most recent efforts is “Tara, BASA!” This tutoring program attempts to help struggling and non-readers by building stronger family and community networks. It also supports college students in furthering their education while contributing to national development projects.

Championing Research Excellence: A Leader’s Vision for a Strong Research Ecosystem

(An inspirational anecdote from CNU President Daniel Ariaso’s message during the Visayas-Mindanao Consortium for Journal Publication on February 21-22, 2024)

In the crowded conference hall, one figure stood out, his passion obvious in every word he spoke. He lived by a creed that included research and development, publication, commercialization, and the protection of intellectual property rights.

Dr. Daniel Ariaso, leading the charge, ensured that his university sent the largest delegation to the consortium, emphasizing the significance of publication. His goals were lofty: 500 research papers per year, 400 of which would be published in prestigious Scopus-indexed journals. “We mean business,” he said, his tone leaving no question.

Driven by a vision of accessibility, he saw a future in which dissertations and theses might be translated into local dialects, guaranteeing that intellectual goods were accessible to all even the lowest in the society. “If it cannot be understood by the lowest level,” he said, “it is nothing.”

Drawing inspiration from his travels, he proposed to the consortium of a legislative bill of a mandatory appropriation for research and development, publication and commercialization in every SUC’s respective line – item budgets, similar to that of Taiwan and Singapore, where research is mandated as a proportion of GDP. “There must be a compelling reason,” he said, “for the national government to find the funds needed for our researchers.”

In a bold move at pursuing academic excellence, he underscored that faculty members, especially those holding Professor 1 to College or University Professor positions must continually engage in and maintain a rigorous research and publication outputs emphasizing the imperative nature of this mandate and highlighting the alignment of faculty evaluation processes even after they were granted such academic rank. The IPCR of faculty members shall be harmonized with the pertinent provisions of DBM-CHED JC No. 3, s. 2022 wherein the higher the academic rank the more research outputs or publications in Scopus or juried journals or commercialization of research outputs, the concerned faculty member must produce and be evaluated. By doing so, the performance of faculty members in instruction, research, extension, and production shall be directly linked to the performance management system, and accountabilities and obligations thereof shall be in accordance with applicable civil service laws and regulations.

In his opinion, failure to meet the core functions may result to unsatisfactory or poor performance ratings, which will be submitted to Strategic Performance Management System (SPMS), which he saw as a necessary consequence for advancement. “Innovate or evaporate,” he declared, mirroring the attitude of his institution, Cebu Normal University.

He rallied his audience at the end of his speech, rather than just inspiring them. He emphasized the value of togetherness and encouraged healthy discussions. “Together, stronger,” he said, exemplifying the collaborative spirit he hoped to foster within the consortium.
